Coronaviruses are a large family of viruses that usually cause mild respiratory illnesses such as the common cold. Some coronaviruses have caused more severe illness, such as Severe Acute Respiratory Syndrome (SARS) and Middle East Respiratory Syndrome (MERS). The Pennsylvania Department of Community & Economic Development – in collaboration with its strategic partners including MANTEC– wants to mobilize manufacturers that can produce critical medical supplies and products in response to the COVID-19 pandemic.

As manufacturers begin to re-open or create long term plans for how to move forward into what is being called a “new normal,” many manufacturers are looking for where to start. MANTEC has created a Reopening Guide to help navigate this process.

Governor Wolf Closes All Non-Life-Sustaining Businesses

On Thursday, March 19 2020, Governor Wolf declared that all “non-life-sustaining” businesses should close leaving many looking for clarification. CLICK HERE to read the official order from the Governor’s office.  CLICK HERE for definition of business that are considered “life-sustaining.” This order has been extended until June.

Governor Wolf is re-opening Pennsylvania counties through a phased approach.  As of May 15, the counties below have moved to the Yellow Phase. Guidelines for what that means can be found HERE. On Friday, May 22, Adams, Beaver, Carbon, Columbia, Cumberland, Juniata, Mifflin, Perry, Susquehanna, Wyoming, Wayne, and York counties will also move to the Yellow Phase. As of May 29, Governor Wolf began moving counties to the Green Phase. He also released updated information to share what Green Phase would look like. 

Gov. Wolf: Economic Injury Disaster Loans Available to Small Businesses and Non-Profits Facing Losses Related to COVID-19

Governor Tom Wolf announced the availability of low-interest loans for small businesses and eligible non-profits in all 67 counties in Pennsylvania through the U.S. Small Business Administration (SBA).

“We are incredibly grateful that the SBA recognized the urgency of this situation and granted our request so quickly,” said Gov. Wolf. “I encourage our businesses and non-profits to look at the SBA resources available to them and take advantage of this opportunity for financial assistance during this time of uncertainty.

IRS Resources for Sick Leave and Payroll Taxes

On March 20th, the U.S. Treasury Department, Internal Revenue Service (IRS), and the U.S. Department of Labor (Labor) announced that small and midsize employers can begin taking advantage of two new refundable payroll tax credits, designed to immediately and fully reimburse them, dollar-for-dollar, for the cost of providing Coronavirus-related leave to their employees. This relief to employees and small and midsize businesses is provided under the Families First Coronavirus Response Act (Act), signed by President Trump on March 18, 2020.
